The Black Hand had a meeting of January 15th 1914 at the headquarters of the Danube division. He stepped down because he wanted to pardon Velimir Vemić, a Black Hand accused of killing an insubordinate soldier in 1912. New conflicts between the army and the government occured after the Minister of War Miloš Božanović stepped down. Radomir Putnik and Živojin Mišić proposed a 5-year military rule. This view wasn't really untrue, as in September 1913 an uprising was launched in Macedonia against Serbian rule.

However, the army claimed the new territories were far too unstable and that military rule would be better.

The ruling People's Radical Party saw the new areas as a new source of political power and pushed for a civilian rule. The Great Powers' decision to force Serbia to withdraw from the Adriatic coast led to great dissatisfaction within the Serbian officer corps, especially within the Black Hand.Īfter the Balkan Wars, a new question appeared: how to organize the new territories. Speaking of the Black Hand, one of the reasons for their formation was unhappiness because of what they perceived as a passive foreign policy of the government. Dragutin Dimitrijević Apis, one of the leading members of the Black Hand, was the head of the Intelligence Department of the Serbian General Staff. This new southern strategy eventually led to Serbia's participation in the Balkan Wars which would leave Serbia with many new territories. The annexation crisis basically meant that Serbia would have to turn south, and indeed this happened. The military also supported territorial expansion, whether to the west, to Bosnia or to the south, to Kosovo. The military was always greatly respected and even admired in Serbia.
